This thesis explores the experiences of refugees and ethnic minorities in relation to access to appropriate state housing. It examines the consequences of the lack of culturally-appropriate housing for refugee families, with a particular focus on the Ethiopian refugee population in Auckland. This thesis provides a critical assessment of the likely success of the Auckland Regional Growth Strategy in facilitating controlled growth, and promoting a more compact city form. It explores the reasons for the development of the Strategy, and provides a case study of efforts to implement it, as outlined in the intensification strategy for the suburb of Avondale.
